I would clean the floor mat first, nothing fancy just some mild cleaner and a garden hose. Hang to dry on a line. Highly important to rinse the carpet thoroughly or it will wick up the grime and stiffen the pile.
When the mat is about dry, brush it with a semi-stiff brush, nothing like a wire brush, but more like a floor cleaning brush that you probably already have around the house. Brush it in a N,S,E,W direction, and allow to finish drying.
If the spot is void of any pile you are out of luck, and you may need to buy new floor mats.
